Doon University Hosts “Budget Discussion 2.0” to Analyze Union Budget 2026–27

The Department of Economics and Kutagarashala, the Economic Discussion Forum within the School of Social Sciences at Doon University, organized “Budget Discussion 2.0” on Saturday (February 14, 2026).

This academic forum provided a critical analysis of the Union Budget 2026–27 through comprehensive sector-wise presentations and expert insights. The event aimed to examine key budgetary features, evaluate sectoral implications, and encourage analytical engagement with the nation’s current macroeconomic priorities and structural transformation.

The program featured Chandra Shekhar Semwal, Former Additional Secretary (Finance) for the Government of Uttarakhand, as the Chief Guest. He was joined by Prof. R. P. Mamgain, Dean of the School of Social Sciences, Prof. H. C. Purohit, Dean of Student Welfare, and Dr. Ankit Nagar.

During the session, student presenters highlighted the budget’s central strategy of infrastructure-led growth, emphasizing public capital expenditure in logistics, connectivity, and urban networks. The discussions also focused on the strategic shift toward semiconductor manufacturing and advanced industries as a means to reduce import dependence and strengthen domestic value chains.

Sectoral deep-dives revealed a balanced approach toward growth and fiscal consolidation. The agriculture segment noted a 7 percent increase in allocation and a rise in fertilizer subsidies, while the industrial analysis underscored the importance of MSME reforms for global competitiveness. The tertiary sector presentation introduced the “Education → Employment → Enterprise” framework, designed to address youth unemployment through the digital economy and tourism. While a critical evaluation noted concerns regarding environmental sustainability and manufacturing stagnation, the forum recognized the budget’s potential to drive long-term structural change.

In his keynote address, Semwal emphasized that infrastructure expansion remains the primary driver of national growth. He noted that improved rail and multimodal connectivity are essential for enhancing the competitiveness of export-oriented sectors. Shri Semwal also stressed the importance of maintaining fiscal discipline to sustain investor confidence and suggested that while Uttarakhand did not receive targeted state-specific announcements, the broader national focus on tourism and digital expansion would indirectly bolster the state’s economic prospects. The event concluded with an interactive Q&A session and a certificate distribution ceremony, reinforcing Doon University’s commitment to informed economic discourse.
