Plans are afoot by the Mussoorie-Dehradun Development Authority (MDDA) to finalize the Master Plan 2041 of Dehradun.
During a meeting held on Saturday at the MDDA’s office presided over by Housing Secretary Dr. R. Rajesh Kumar, various aspects of the Master Plan were discussed in detail and a concrete strategy was formulated to give a final shape.
The meeting was attended by a host of officials including MDDA Vice Chairman Banshidhar Tiwari, an official statement said.
Stating that the Master Plan would be made entirely people-centric, Dr Kumar issued directives to organize special camps in every ward of the Municipal Corporation to solicit objections and suggestions from citizens. “This initiative is expected not only to foster transparency but also to provide city residents with an opportunity to engage directly with the development process,” he said.
Under Master Plan 2041, the overarching objective is to transform Dehradun into a modern, investment-friendly, and technologically empowered city. Directives were issued to expedite the completion of the Master Plan’s formulation, to introduce new residential schemes and layout plans, and to expand green cover within the urban landscape.
In light of the rapidly growing population and mounting traffic congestion, the Master Plan places special emphasis on expanding the road network, public transportation systems, and parking facilities. During the presentation, proposals were put forward for the creation of new corridors, bypasses, and smart traffic management systems to effectively address the issue of traffic congestion across various parts of the city.
Dehradun is defined by its natural beauty and lush green cover. With this in mind, environmental conservation has been accorded a prominent place within the Master Plan. Plans have been formulated to conserve riverbanks, undertake large-scale tree plantation drives, and develop designated ‘Green Zones.’ The Secretary of Housing issued directives emphasizing that maintaining a harmonious balance between development and environmental preservation must remain the utmost priority.
To expedite the resolution of objections and suggestions pertaining to the Master Plan, an additional committee has been constituted to work alongside the previously established committee. This newly formed body comprises three members: the Vice-Chairman, the Secretary, and the Joint Secretary. The committee is tasked with hearing all objections in a time-bound and transparent manner. Furthermore, special powers have been vested in the Vice-Chairman to resolve complex issues, thereby accelerating the decision-making process.
The meeting also featured a special discussion regarding the Master Plan for the Mussoorie region. Officials informed the attendees that the process of collecting relevant documentation from all concerned departments for the Mussoorie Master Plan is currently underway. During the meeting, the Secretary of Housing issued directives to develop Mussoorie into a “model hill station”—a destination where a sustainable equilibrium between tourism development and environmental conservation is successfully maintained.
Emphasis was placed on fostering enhanced coordination among various government departments to ensure the successful implementation of the Master Plan.
It was clarified during the meeting that the Departments of Urban Development, Transport, Environment, and Tourism will collaborate to execute this plan, thereby ensuring that no impediments arise during the course of development activities.
Dr Rajesh Kumar said the ‘Master Plan 2041’ is not merely a document, but rather a comprehensive blueprint for the future of Dehradun.
MDDA Vice Chairman Banshidhar Tiwari stated that Master Plan 2041 is a pivotal document that will chart the course for Dehradun’s development. This time, the plan is being formulated entirely on the basis of public participation, thereby ensuring the involvement of every section of society. He noted that the proposed Convention Center, Health City, and GIFT City would economically strengthen the city and unlock new avenues for investment. Vice Chairman Banshidhar Tiwari emphasized that the Authority’s objective is to develop Dehradun into a well-organized, modern, and eco-friendly city.
