Govt trying to expand development to rural areas: Report

The Centre has highlighted a broad expansion of welfare, infrastructure, livelihoods and social-security programmes, portraying the initiatives as a shift from conventional welfare delivery towards decentralised development and greater economic opportunity in rural and tribal India.

According to government data released on August 12, direct fiscal transfers to gram panchayats are projected to rise from ₹2.36 lakh crore under the 15th Finance Commission to ₹4.35 lakh crore under the 16th Finance Commission for 2026-31. The Union Budget allocation for rural development has also increased from ₹87,765 crore in 2016-17 to ₹2.73 lakh crore in 2026-27, while the tribal affairs allocation has risen from ₹4,826 crore to ₹15,421.97 crore over the same period.

The government said access to basic services has expanded significantly. Household tap-water coverage under the Jal Jeevan Mission has risen from 3.23 crore households in August 2019 to more than 15.91 crore as of August 12, 2026, with 2.89 lakh villages reporting 100% coverage.

Under Swachh Bharat Mission-Grameen, more than 12.19 crore individual toilets have been constructed, while over 10.57 crore free LPG connections have been provided to women under the Ujjwala scheme.

Healthcare and food security have also featured prominently in the government’s assessment. More than 45.51 crore Ayushman Cards and 96.43 crore ABHA accounts have been created, while over 1.86 lakh Ayushman Arogya Mandirs are functional. The Centre said more than 81.35 crore people receive free foodgrains under the PM Garib Kalyan Anna Yojana.

Infrastructure expansion remains another key component. More than 3.13 crore houses have been completed under PMAY-Gramin, while 99.6% of eligible rural habitations have been connected with all-weather roads, according to the data. BharatNet has connected 2.19 lakh gram panchayats.

The government is also placing women’s economic participation at the centre of its rural-development narrative. Under DAY-NRLM, 10.19 crore households have been mobilised into 94.46 lakh self-help groups, while 3.46 crore women have been classified as “Lakhpati Didis”. The government has also highlighted the role of more than nine lakh community resource persons in providing last-mile support.

Skill development and financial inclusion have expanded alongside these programmes. The government said 18.45 lakh candidates have been trained under the rural skills programme since 2014-15, while Jan Dhan accounts have increased from 17.9 crore in 2015 to 58.9 crore.

For tribal communities, the Centre cited interventions under PM-JANMAN, PM-JUGA and other programmes, including housing, drinking water, electrification, schools and hostels.
