There are wheals within wheals in the Sept 21 alleged leak of a question paper for the Uttarakhand Subordinate Services Selection Commission (UKSSSC) graduate-level examination.
Despite his arrest, the role of Khalid Malik, who was arrested on Tuesday, is not yet clear. Was Malik just a conduit? Or was he the main accused? According to one version of the media reports quoting top police officials, the main accused is yet to be arrested.
But what Malik did in the Bhahadarabad Jat examination centre in Haridwar was nothing ordinary as he took advantage of the vulnerability in the examination security system by daringly jumping a wall in broad daylight. He either himself took or asked someone else to click a screenshot of the paper in the washroom of the Bhadrabad Jat centre. In this centre, the jammer was also not functioning which is also very surprising.
Malik is also trying to dodge investigators by not reveling where exactly he kept the mobile phone that was used for the screenshot. Malik claimed it was lost while he was travelling in the train. He also said it was lost in the Ganga canal.
“We are still investigating the case from all angles. Malik might have tried to leak the paper in order to embarrass the government. This is a matter of detailed investigations,” said a top police official. Chief Minister Pushkar Singh Dhami has already declared that the people involved in the alleged paper leak will not be spared.
In a significant move, the UKSSSC has decided to debar Malik from appearing in all the examinations in future including the graduate level, a top official said.
Malik, who appeared as a candidate in the examination, has sent a screenshot of the alleged paper to his sister Sabia on mobile phone. Sabia was also arrested.
On Sunday, three pages of the question paper for this examination, conducted for various departments across the state, went viral on social media, causing a big uproar in the state particularly on the social media.
Superintendent of Police (SP) Jaya Baluni, who is investigating the case, said evidence gathered during the investigation clearly indicated that Khalid carried a device to the examination center. Using this device, he photographed three pages of the question paper and sent them to Sabia’s mobile phone.
Sabia stated that despite knowing that her brother was taking the competitive examination, she sent the questions from Khalid’s phone to Assistant Professor Suman in Tehri, obtaining the answers from her.
Baluni said Sabia forwarded a photo of the question paper to Suman, facilitating Khalid’s cheating in the exam and obtaining the answers. Therefore, she was arrested based on her role in the case. Sabia (35) is a resident of Laksar, Haridwar.
Meanwhile, Chief Secretary Anand Bardhan announced that a SIT under the supervision of a retired High Court judge has been set up to probe the matter. The SIT headed by an additional Superintendent of Police (ASP) will submit its report in one month time.
