Jenny, the Assamese unwed mother, who had earlier alleged that she was raped by former Uttarakhand Cabinet Minister and senior Congress leader Harak Singh Rawat when she was barely 16 years old, has demanded a fresh CBI investigation into the case and a DNA test to establish the paternity of her son.
Holding back her tears, Jenny told a press conference in Dehradun that she had not received justice despite the CBI having investigated the case earlier. Questioning the manner in which the investigation was conducted, she demanded that the case be reopened to ensure justice for her son.
Recalling the events, Jenny said she had come to Dehradun in October 2002 when she was only 16. She alleged that she was brought to Rawat’s residence in Yamuna Colony, where she stayed for nearly two months, and was sexually assaulted.
She claimed that she was subsequently kept in a mental institution under the pretext of providing her accommodation in a women rehabilitation centre. She also alleged that she was pressured into signing documents without being properly informed about their contents.
“I did not know Hindi at that time. I could understand hardly 10 per cent of what people told me. I was asked to sign documents, but nobody explained what I was signing,” she said, alleging that even her lawyer had acted in favour of the former minister rather than defending her interests.
Questioning the earlier CBI investigation, Jenny claimed that an agency official had visited her only once when she was admitted to the mental institution. She alleged that she was not properly questioned and that the language barrier prevented her from explaining what had happened to her.
She also raised questions about the DNA test ordered in the case, saying she did not understand how the test could have been conducted without properly collecting the necessary samples. She demanded that the DNA test be conducted afresh to establish whether Rawat was the biological father of her son.
“My son is now 23 years old and has grown up without a father. I want justice for him. I demand a fresh CBI investigation and a fresh DNA test,” she said.
Jenny alleged that she had earlier been forced to leave Dehradun after being threatened by police personnel. Recalling her experience, she claimed that a large number of policemen had asked her not to return to the city and warned that she could be sent to jail if she continued pursuing the matter.
She said she had remained silent for years because of the pressure she faced and her fear that the case would never be reopened. However, she decided to raise the issue again after Chief Minister Pushkar Singh Dhami recently mentioned her name in a public statement, which, she said, gave her the courage to seek justice once more.
Jenny said she had already submitted a representation to the Director General of Police (DGP) Deepam Seth seeking action and would continue pursuing the matter until her demands were addressed.
“I will go wherever I have to go, but I will not leave without justice. I want justice for my son and nothing else,” she said.
She also named several people, including individuals associated with the handling of the earlier case, whom she wants questioned as part of a fresh investigation.
The allegations made by Jenny at the press conference could not be independently verified.
