The BRICS countries on Saturday called for a more representative and multipolar global order, stronger voice for developing nations and comprehensive reform of the United Nations, including its Security Council, as leaders adopted the New Delhi Declaration at the 18th BRICS Summit.
The declaration, issued as BRICS marked its 20th anniversary, reaffirmed the grouping’s commitment to multilateralism, international law and a greater role for emerging markets and developing economies in global decision-making. It said BRICS would continue to amplify the concerns and priorities of the Global South amid growing geopolitical tensions, protectionism, economic uncertainty and climate challenges.
On UN reform, the grouping backed greater representation of developing countries in the Security Council and said the reform process should amplify the voice of the Global South. China and Russia, both permanent members of the Security Council, reiterated support for India and Brazil to play a greater role in the UN, including the Security Council.
The declaration strongly opposed unilateral economic sanctions and other coercive measures that are not authorised by the UN Security Council, saying they have negative consequences for development, food security and vulnerable populations.
On international conflicts, BRICS urged dialogue and diplomacy and expressed concern over the escalation of tensions in West Asia. It called for protection of civilians and civilian infrastructure and urged efforts towards a long-term peace in the region.
On Gaza, the declaration called for maintaining the ceasefire and ensuring full and unhindered humanitarian access. It opposed forced displacement of Palestinians and reiterated support for a two-state solution, with a sovereign Palestinian state within the internationally recognised 1967 borders and East Jerusalem as its capital.
The declaration also condemned the April 22, 2025 terrorist attack in Jammu and Kashmir, which killed 26 people, and reaffirmed BRICS’ commitment to combating terrorism, terror financing, cross-border movement of terrorists and safe havens.
On trade, BRICS voiced concern over rising unilateral tariffs and non-tariff barriers, warning that protectionist measures could disrupt global supply chains and deepen economic disparities.
The grouping also backed greater cooperation in cross-border payments, including use of local currencies, while stressing that arrangements should remain voluntary and respect national priorities.
The declaration further highlighted cooperation in artificial intelligence, digital technology, disaster resilience, health, agriculture, energy and sustainable development, reflecting India’s emphasis during its 2026 BRICS chairship on resilience, innovation, cooperation and sustainability.
