Congress leader Rahul Gandhi on Thursday could not arrive in Almora after his helicopter failed to land there due to disturbed weather conditions.
Later, Gandhi, who was to address a public rally in Almora, apologized to the people and said he would come again.
He also addressed the gathering through his mobile phone from Pantnagar airport, but major part of his speech was not audible. It was not yet clear whether people were able to understand what Gandhi said in the speech.
The IMD has issued an orange alert in many hill districts of the state for heavy rains on Thursday.
