With the unemployed youths’ dharna continuing against the Sept 21 alleged leak of a question paper for the Uttarakhand Subordinate Services Selection Commission (UKSSSC) graduate-level examination, the state government on Saturday announced a judicial probe also.
The government announced the formation of a single-member Inquiry Commission, chaired by retired High Court Judge Justice U.C. Dhyani to investigate allegations of paper leak. “The decision was taken after the due consideration and keeping in mind the importance and the interest of the people,” an official statement said.
Complaints of cheating were reported during the examination held on September 21, 2025. “Given the seriousness of these allegations, the state government has ordered a judicial inquiry under Section 3 of the Commissions of Inquiry Act, 1952,” the statement said.
The government initially proposed to entrust this responsibility to Justice B.S. Verma (retd), but he expressed his inability to do so due to time constraints and personal reasons. Subsequently, the government appointed Justice Dhyani as the Chairman of the Commission.
According to the order, the Commission will have the freedom to seek assistance from other officials and experts. The Commission’s jurisdiction will be the entire state and it will examine complaints, information, and facts received from various sources.
Additionally, the Commission will take cognizance of the report of the Special Investigation Team (SIT) constituted on September 24, 2025, and provide legal guidance as needed. The government expects the Commission to submit its report to the state government as soon as possible.
Meanwhile, the dharna by the Uttarakhand Berojgarh Sangh continued at Parade Ground area for the sixth consecutive day.
When asked to comment on the judicial probe, Suresh Singh, vice president of the Uttarakhand Berojgar Sangh, which is spearheading the agitation, said the dharna would continue till all four demands including probe by CBI will be met. Besides the CBI probe, the Berojgar Sangh has also demanded the immediate resignation of the UKSSSC’s chairman G S Martolia, cancellation of the examination, and amendments in the recruitment rules.
