The Dehradun Citizen Forum (DCF) on Sunday expressed serious concern over the law and order situation in the capital city and called for immediate intervention of Uttarakhand Chief Minister Pushkar Singh Dhami on the issue.
In a detailed petition, 100 citizens associated with the DCF have highlighted a disturbing rise in violent incidents over recent months, including murders, armed clashes, road rage, and growing instances of organized criminal activity. “Once widely regarded as a peaceful and safe city, Dehradun is now witnessing developments that are steadily eroding the sense of security among its residents,” the DCF said in the petition to the CM.
The petition draws particular attention to the tragic and avoidable death of Brigadier (Retd.) M.K. Joshi on March 30, 2026, who lost his life to a stray bullet during a high-speed chase between criminal groups. The incident has deeply shaken the local community and has come to symbolize the increasing brazenness of criminal elements operating in the city.
Residents note that this is not an isolated case but part of a worrying pattern, with multiple serious incidents being reported from different parts of Dehradun over the past few months, contributing to an atmosphere of fear, anxiety, and uncertainty.
Citizens have pointed to systemic gaps in policing, surveillance, and enforcement mechanisms that need urgent attention. Concerns have also been raised about the weakening of deterrence, as well as the apparent breakdown of regulatory oversight in certain sectors, particularly nightlife establishments.
According to the petition, several bars, pubs, and party venues are allegedly violating operating hours and noise norms, and in some cases becoming hubs for disorder, substance abuse, and violent altercations, thereby further straining the city’s law and order framework.
In their appeal, the residents have urged the state government to take immediate steps to restore public confidence and ensure safety. These include strengthening police patrolling, especially during night hours, deploying additional personnel in vulnerable and high-risk areas, and significantly improving the coverage and real-time monitoring of CCTV surveillance systems.
The need for strict enforcement of traffic regulations, including clearly defined speed limits and zero tolerance for over-speeding, has also been emphasized. The petition further calls for stringent action against illegal possession and use of firearms, fast-tracking of ongoing criminal investigations, and stronger public communication measures to reassure citizens and rebuild trust in the system.
The Dehradun Citizen Forum (DCF), which represents a network of over 500 residents from diverse professional and social backgrounds, stated that this initiative reflects a collective concern about the city’s safety, liveability, and future. The forum reiterated its commitment to functioning as a constructive bridge between citizens and the government, emphasizing that timely and firm action can not only address immediate concerns but also prevent long-term deterioration in the city’s civic environment.
DCF members underlined that Dehradun’s identity as a peaceful and livable city must be protected through proactive governance and responsive administration.
The petition has been endorsed by approximately 100 residents, including Jagmohan Mendiratta, Anoop Nautiyal, Bharti Jain, Ramana Kumar, Retu Chatterjee, Paramjit Kakkar, Florence Pandhi, Sanjeev Srivastava, Ajai Dayal along with several other concerned residents of Dehradun who have come together in a unified appeal for urgent and sustained action to address the city’s law and order challenges.
